So, from the title you can already tell what this is going to be about.
I'm probably not going to say anything new here since there are some quite knowledgeable and more experienced players here on the forums that me, but the problem in question needs to be addressed in my opinion, especially since Raider was in the most recent testing grounds, so the devs could use this post as guidance towards a more balanced Raider.
So, the problem with Raider's top heavy attacks is that they don't really synergizes with his/her kit, therefore they are not threatening, notably not in duels. The opponent can easily block or parry them and the only thing Raider can do about it is to feint them into a light, or there is the gb soft-feint of course. However, these are quite weak/unreliable options, since the light can be parried by high level players and if the opponent choses not to parry he/she will be ready for the counter gb. Again, the top heavies are not threatening, they not force out a reaction. Ultimately though, the biggest problem is that attempting a Storming Tap from a top heavy is completely useless, unless you want to give away a light parry as a gift (the two attacks come from the same direction), that's why I said that there's no synergy between top heavies and Raider's kit. At least not between top heavies and Storming Tap, which move is kinda Raider's unique thing.
According to my understanding these are the reasons why Raiders barely use any top heavies (mainly in duels) which is a bit sad because I think that you can tell if a hero is good if that hero encourages the player to use the whole kit as much as possible, clearly this is not necessarily the case with Raider. And it is not something which can be solved by speeding up the top heavy finisher by 100ms (which is a nice change, don't get me wrong).
In my opinion, it would be a good solution to give a different soft-feint option for Raider from top heavies. Side heavies and the zone attacks can keep the Storming Tap soft-feint, top heavy openers shouldn't have any soft-feint options, however top chain heavies and top heavy finishers should. It would be nice if those attacks would have a different light soft-feint, similar to Kensei's. You could select a side direction and then preform the attack. 500ms, 13 DMG, enhanced chain light with HA right from the get-go. This attack could use Raider's old animation, during which he uses the end of the axe shaft to strike.
This would help out Raider a bit IMO, I'm curious how he/she is going to "look like" when the changes finally arrive.
