This is my view on the DPS side of the game as i don't use and refuse to use skill builds so I have left the skill side of the game out of this OTHER than the absolute broken stuff.

I Know that chances are TU13 will add new things to the game, but these changes here are mostly what is already in the game that needs a good tweak.

    General Changes.

    • Increase TTK by 15-20%
    • Remove Build Inspect/Add a request Funtion for a player to Inspect your build which you can either Accept or Deny
    • Roll named Talents/Atts onto other named items.
    • Classified Gear Set Return. (Classified has 2 attrubutes rolls no buff to the gearset talents themselves)
    • Increase number of talents on builds to 3-4
    • Remove Aim Assist from Fire Sticky on console
    • Make the DZ perks in the White House actually USEFUL (Extra Chance of armour kits dropping/Pulsed Headshots)
    • Bring back Accidental Rogue to combat Skill spammers pushing with 8-11 other Agents
    • Add Armor Kit Restock +1 At each DZ. Cooldown of 15 Minutes.
    • Bonus Armour Now Protects your from status whilst active. (Can still be damaged by fire, but wont be set on fire etc)
    • Crits Should be Headshots only at 100% Chance to remove RNG from gunfights making them more consistant and rewarding.
    • Hives Should be Placed. Not Thrown.

    Talent Changes

    • Move Vigilence to chest, Increase Cooldown to 10 seconds
    • Unbreakable - Add Stagger/Consume 1 Armour Kit when proc'd
    • Adrenaline Rush - Increase Cooldown by 5 seconds (10 seconds in total now)
    • Intimidate - Value 20% Not 30%amp damage
    • Concussion - Move to Mask
    • Protected Reload - Move to Holster
    • Obliterate - Move to Gloves
    • Bloodsucker - Grants 20% Bonus Armour when killing target. Stacking up to 5 times. Active for 10 Seconds. NAMED : Active time 10 seconds, Bonus 25% Bonus armour
    • Glass Cannon - 25% Outgoing damage 45% Incoming

    Exotic Weapons

    • Bighorn - Big Buff across the board
    • Backfire - Give it 50 bullets without the Magazine size taking up the 3rd attribute roll.
    • Lady Death - Remove the amplified Damage and Increase the Speed duration to 15 seconds.
    • Eagle Bearer - 5% Total Weapon Damage increase whilst Tenacity is active
    • Chatterbox - Increase Damage by 12% Base RPM 800
    • Nemisis - Should not OHK when the user has 2M armour... Rework Damage. Add it can Pierce barriers and thin cover
    • Sweet Dreams - Fire Shells. Each Shell has a 10% Chance to ignite the target on fire.
    • Merciless - Increase Damage

    New Skill

    • Booster Chem - Gives the user 10% Bonus Armour. 5% For Allies. For 5 Seconds. Skill Tiers Increase Chem Quantity.

Just a few ideas. Feel free to add down below.

  • Contrary to popular belief, Lorem Ipsum is not simply random text. It has roots in a piece of classical Latin literature from 45 BC, making it over 2000 years old. Richard McClintock, a Latin professor at Hampden-Sydney College in Virginia, looked up one of the more obscure Latin words, consectetur, from a Lorem Ipsum passage, and going through the cites of the word in classical literature, discovered the undoubtable source. Lorem Ipsum comes from sections 1.10.32 and 1.10.33 of "de Finibus Bonorum et Malorum" (The Extremes of Good and Evil) by Cicero, written in 45 BC. This book is a treatise on the theory of ethics, very popular during the Renaissance. The first line of Lorem Ipsum, "Lorem ipsum dolor sit amet..", comes from a line in section 1.10.32.

@l96_iiburnsii Going to assume those are PVP only changes, anyhow a bit confusing how you plan to make other gear pieces have talents but not affect PVE same with classified gear existing in PVP and PVE , also no way people will accept Sweet Dreams setting people on fire in PVP since people already hate all kinds of status effect there, and the nerf to vigilance seems overly harsh despite being a very overused talent.

But there is some good stuff such as making ubreakable use armor kit on PVP and other smaller changes such as adrenaline rush and some small changes to chatter box and nemesis, some are still a bit confusing considering without amplified damage Lady death is useless due magazine size so nerfing a but if the amplified damage for more speed would make sense for PVP

@xcel30 Bonus armour will be more viable then just being used to proc intimidate. So the fire shotgun wouldnt be as bad as you think

The classified sets would also work in PvE also

And the change to vigilence wouldn't be as bad as you think either due to having more talents on your build 🙂

As for the lady death they can remove the amp damage and just increase the base damage slightly

@l96_iiburnsii It wouldn't be just slightly this entire game is balanced around everyone using extended magazines, a 30 rounds low damage SMG is pathetic unless it has amplified damage which is the entire gimmick of the gun. Definetly overturned for PVP, not so relevant for PVE. Bonus armor gimmick of being immune to status effects well.... status effect but not damage is an weird compromise that i don't think would work as well as you think since people would still be shooting at you and you have to take other skills and talents in consideration

Yeah, it's a terrible idea. We already have PvP versions of talents that don't work properly in PvP, but are fine in PvE. Adding another potential source of bugs doesn't seem wise.

I don't get why so many PvP'ers are keen on removing the ability to inspect other players. Sure, someone might have a build that can counter you, but it works both ways.

Never going to let you roll named items - they're specifically tuned to the underlying weapon, which effects non-named weapon balance. It's why certain guns with especially strong named variants are weaker than one would expect.

You're also never getting those talent moves off the Chest/Backpack - that would be insane - thanks for the laugh. There would literally be one build in the DZ. At best, we might get a return of Passive Talents to a Mask/Holster/Gloves/kneepads [one, I vote mask].

I want them to remove the Extraction Notification. In the non-occupied DZ, you cannot remove Rogue status for 30 real world minutes [not even on death or logout]. In the occupied DZ, return the Thieves Den, which requires you to kill another player to get in - rotates a DZ Exclusive for sale each day. I'd also like them to spawn Rogue Agents at Extraction [non-occupied], or Hunter's [occupied].

Speaking of ideas that will be unpopular with those who just want to farm, we may as well resurrect this one🙈

@dagrommit it's only in the Occupied DZ, the real wild west. Non-occupied DZ gives them Rogues who can't flip flop. Something positive for both sides.

awful sugestions , totaly biased towards PVP , not that isnt explict in the post title , but surely would have a big impact in PVE , again , and that is a NO NO NO NO NO NO....

how much more it will take before people realize the Division IS NOT A PVP GAME? its a square peg that MASSIVE insists in shoe horning into a circular hole , it doesnt fit , it doesnt work ,it ruins both , stooop it!

Seeing as I'm playing mostly PvP (conflict and DZ) these days, I'll pass on most of these. The exceptions being the first one about TTK, and also the DZ perks 100% need a re-work.
