UNSOLVED classified assignment missing

so i wanted to do the classified assignment but they are all missing is there supposed to be something i should do before it unlocks because i only have the national bond bank the rest doesn't show and i can't enter them

IIRC, you have to complete the National Bond bank before the others unlock (though you'll still need to find their actual entrances once they unlock).
