I have tried all the "fixes" suggested here by members, none of which work

Guys. Definitely go back to Norway then England again and the quest shows up on the map and ubba is ready to talk. A lot of choppy game play, glitches, and lazy graphics though. Still enjoying it very much but it could be better. They’ll fix it I hope.

@rathma86 same here. Can’t speak to Ubba, boat’s in the middle of the road and, when I fast travel to the docks near Ubba it starts raining and immediate after stepping out of the deck it changes to a sunny day. It’s trippy.

Travel to Norway, then travel back as many times as needed to reset the quest. Good Luck! Hopefully this helps!

More than once i had to load into and out of norway 3 times then it seemed to have reset.
