At this point everyone but Ubisoft is acknowledging this as a known bug, but I'm going to add another report to the thousands. Maybe if we all report it they won't be able to ignore it.
So, like most other players on PC, I'm experiencing framerate drops to 1-2, especially common after 30-45 minutes of gameplay. My setup is as follows: Ryzen 7 3700x, GTX 1080ti, 64GB DDR4-3600, NVMe SSD at 3500MB/s. No OC on CPU/GPU, all drivers current. Network is around half a gigabit, though that shouldn't affect a single player game unless Ubi is doing something shady in the background.
Settings are as follows: AQ off, AA Low, Char Textures High, Clutter Very High, DoF off, Fullscreen, Env Textures High, Res 1920x1080, Scaling 100%, SSR On, Shadows Low, Vol Clouds Med, Water Med, World Detail Very High. These are truly pathetic settings for a system that doesn't struggle with other recent AAA games at 4k60 at or near ultra. My framerate in Valhalla at 1080p is averaging around 40, with frequent drops below 20 for a few seconds.
In benchmarking, my framerate in 4k with ultra settings was 60ish with a few dips. In actual gameplay, it was 4. Not 40, four frames per second. After cranking it down to settings that shouldn't be a problem for an entry-level GPU, it's usually playable, but with frequent severe stutters. After playing for a bit the framerate drops to 1-2 frames and sometimes stays there. It also occasionally completely stops taking input, and even ctrl-alt-del doesn't respond. This ONLY happens with AC Valhalla -- other games including Odyssey are running at 4k60 ultra with no frame drops or stability issues.
I've tried the fixes suggested in forums like disabling full screen optimizations on the exe, overriding settings in the NV control panel, and turning Adaptive Quality off. While some have helped a tiny bit, I'm stuck with a game that's not really enjoyable in its current state.
Look, Ubisoft, I'm not demanding an immediate fix here. Optimization is a difficult process and takes time. Unfortunately, there are enough reports of poor performance that it's starting to look like you didn't play test the game at all before release. All I'm asking is that you acknowledge the framerate/stutter bug and start working on it so that we can play the game. It looks great so far and I'll keep playing it as a slideshow a few minutes at a time until it's fixed, but you've gotta stop pretending there isn't a problem.

Just a quick update; encountered another game-breaking bug. When playing on PC with an Xbox One wireless controller, the game completely locks up randomly. It can be several minutes apart or just a few seconds. The only solution I've found is to disconnect the controller, reconnect, and suddenly the game starts works again until it doesn't. This game is a console port, and includes "full support" for Xbox One controllers. If Ubisoft had tested even briefly with a controller they'd have immediately seen this problem. Why on earth was this game released when it hasn't been play tested?
For those of you with a controller connected (even if you're playing with mouse/keyboard but just have the controller connected for some reason), try disconnecting the controller if you get random crashes and see if it works. And of course, remember this fiasco next time Ubisoft wants you to pay $59 to be a pre-alpha tester for an unfinished game.
