I have been trying now to complete to the Rising Iron quest line for three damn days now and my raiders will not show up. How is it that a core mechanic in your game is broken and you all will do NOTHING to fix it but instead put out balance patches for weapons. Priorities right? Screw that the core mechanics don't work, we need to focus on people feeling OP in a PvE game!! You all are a freaking laughing stock and this game is just a buggy and bad as Unity was on launch. Five days until Cyberpunk2077 releases, I can't wait to play an actual game by a company that cares about it's consumers. THREE DAYS OF THE SAME BUG!!!! FIX YOUR DAMN GAME!!!
Just clear it solo w/o raiding. I know if you accidentally recall them from raiding they won't return as they retroactively added a "Raid" cooldown for some stupid reason.
If need be, stealth headshots and use poison trap on arrows (go find it in the world in not strong enough to solo it) and head shot from stealth with poison and it'll dispatch entire groups. Get to the roof and blow the horn.

@bushwickedly Can't clear it solo because there are three guys in the church that i need to kill and I can't open the door because the game is stupid and requires me to have two people to open a door. Can't get the door open because I have no raiders. Thanks for trying.
@crewchief00206 Game needs an option to forfeit ANY quest and/or restart it. Would save everyone so many headaches. Auto-save system needs revamped too, so it always has a few saves older than 6 minutes ago, preferably with one with at least an hour old at all times. Having 5 auto-saves all within 5 minutes of walking through the settlement is silly. Should also put reminders on the splash screen to MANUALLY save often.
I feel you though.
So, dunno if you are still stuck on this, but I happened to see a video where a guy was solo and raiding what I think was a village. He went up a 2-man chest and hit the button by himself. Believe it or not, a random npc that lived in the town went up and helped him open it!
IF you have random friendly npc fighting with you, might be able to pull one to the area using an enemy as bait, kill the enemy, then immediately try opening it. If lucky, and if the video I saw was any indication, it might actually assist you.
