    I dont have the "breaking the order" and "shadows and walls" quest. This means i cannot do the Lunden arc and progress into the game because Randvi is not giving me new arcs to do because I need to do the Lunden arc but it is not there. Im missing Eurviscire, Jorvik, Lunden, Wincestre, hamtungscrire.

    I can't interact with Hytham at the bureau he is there but does not have a text bubble above his head. I can talk to every other NPC at my settlement just not Hytham. I cant give him medallions or codex pages. He just stands there and does nothing. those missing quests are from hytham and thought its maybe a NPC glitch.

    Im now stuck in the game because i cant do any quests. im now power 357 and have 85+ hours in this game. PLEASE fix this because this is game breaking for me. I have been waiting for almost four weeks hoping something got fixed with settlement NPCs but no not even in this recent patch. I cannot wait another 4 weeks for a new patch that maybe fixes it.
