    Ok so to add slightly more detail the pet owner was on a rock above the river screaming at her pet to fly up, of curse in my case said pet was under the water and stuck - couldn't climb the bank to get its head above water.
    I couldn't shove it out the water and the owner wouldn't respond after the initial convo.

    I managed it in the end, if it happens to anyone else and you can't go back a save just kill the stupid thing underwater.
    Fast travel away and do something else, another quest or whatever.and do at least one save and reload (which let's be honest you'll probably have to do anyway)

    When you go back don't interract with the owner just position yourself as close to the dead pet as possible.
    maybe I was lucky but owner said something along the lines of 'Oh well it was always the slowest' and the quest finished.

    @gentester Similar issue. Bird doesn't spawn underwater, but is just stuck next to the haypile. Won't move, completely unresponsive. Your method worked, so thank you.

    Just kill the turkey and the quest will complete
