For me this worked: select any mission (for me it was Breaking the Order), travel to Norway. De-select the mission and travel back to England. I arrived in Ravensthorpe and Holy Day appeared and I could continue.

I had the same problem just now on the Xbox One. Holding Y to tie up the thegn, filling the bar completely but not actually being tied up.
A workaround for me was to first help Brodir at the garrison, capturing the thegn as the last objective to be done. This allowed me to actually tie him up. It is still a bug though. Or you are required to both first do Ljuvina and Brodir, and then go to the longhouse, or the bug that you can't capture him should be squashed. The current situation is annoying and confusing.
@kennyannydenny Thank you for the update with the workaround that helped with this issue for you! Our team has gone back to review this quest recently and is looking into a fix within a later patch. I don't have any further information right now, but make sure to check out our thread here for more updates moving forward.
@pprchase Just got the bug. And everything I've seen of their response on it is over a year ago saying they're looking into it. I've tried everything suggested here even a few other things and it still persists. Pretty obvious they squeezed as much money out of the game as the could and have no intentions of fixing it. 102 hours of gameplay down the drain. No wonder this company is the second biggest laughingstock of the industry. To busy mistreating workers to get anything done lol

To help us to look into this issue further, would you be able to provide a video that shows this issue with tying up the Thegn occuring in-game? In the video, please can you show that you have the most recent Title Update installed. You can check this in the bottom right-hand corner of the main menu.
I'd recommend uploading this video to a sharing platform, such as YouTube or Google Drive, as this will allow you to post a shareable link within this thread we can take a closer look at.
