Of Blood and Gods - Seer won't move after scene

In Of Blood and Gods, after talking to the Seer and watching the scene, the Seer does not move and the quest does not update.
Has anyone else experienced this problem? -

@ubi-mark Thank you for the responses. It was on my brother's game and he managed to get the quest to work by reloading an older save and completing the Rowdy Raiders quest first. But here is the a video of what was happening, just in case there is an explanation for what was happening.
