    I have had this problem for weeks now.
    I can go and talk to Tarben, i accept the quest, and he folllows me to the boat.
    When i get to the market is where the problem is, whenever i reach the shore Tarben gets up and gets stuck on the boat somehow, which i thought was the problem, however i fixed this by leaving the boat in the water further from shore, and swam to the market. Tarben actually followed me this time, but the cutscene at the market does still not activate, which leads me to believe the problem i am having is the cutscene itself, since it never loads. When i get "stuck" in this quest i cannot fast travel, nor can i save my game. It's quite frustrating as i have come quite far in the game, and do not want to restart everything just to complete this quest. Furthermore i don't think i can get the fishing quests from him, without having completed this one.
    Any help, tips and suggestions would be appreciated thanks!

    @emilymortensen I'm sorry to hear that you are experiencing this, it is not a known issue.

    Do you have any previous saves that you can load before this quest where you will not lose too much progress? If so could you try loading that save and try again to see if it works.

    If this is not possible could you please provide a video of the issue. In the video could you also go to your quest log screen to show your active quests, then press the R3 button to show your completed quests and slowly scroll down the list.
