Is there a way to fix the Online Service Error stuff?

Hey,
If I try to buy something in Reda´s Shop or open a picture on the valhalla map I will get the Online Service Error Message,
Is there a way to fix this, is that an issue from my game, network settings ,etc or is that something I cant fix myself?
