@ubi-orion the save is bugged no need to recreate or replicate anything load the save and you will see the bug, the camera is on top of the queen not moving. I have talked people who ran into the same bug, some just demolish and rebuild the tower so they don't report it. It seems the skyscrapers are blocking the airship's pathfinding.

@ubi-viral so first my case was closed even though the problem still there, then they tell me I need to upload a video? can't they just analyze the save file? they also tell me to verify files and reinstall again which I tried and told y'all it didn't work.

@ubi-milky tried dx 12, verify cache, reinstall didn't work. I zip the file but it didn't compress much can't manage to upload it so instead I made this link hope it suffice

I built the iron tower and the quest says to wait for the queen to arrive but her airship is just hovering at the corner of the map.

you can see from these pictures her airship staying in one place.
can't upload the save file says no privilege and at https://www.ubisoft.com/en-gb/help/contact it says can't upload file of this type as well as exceeded file upload limit
