Same thing here. We just completed Daniels and the same conditions apply to us, no Kelso in behind desk either for us. We did co-op.
I have advised my clan members to do nothing, in regards to this buggy situation, just let it play out over time. I'm sure developers are aware, though I have no hard evidence lol
Since this latest content I get disconnected at least twice a day. Sometimes kicked all the way back to Xbox dashboard or agent selection page or straight to reloading into game, but always with a "que". Xbox Series X with an awesome ISP to the internet. My home server is "West Coast". Can we have the choice to migrate to "Home" server please. Only way I can get back after leaving a group is to fast travel between DC and N. Y. 2 or 3 times or log out and back in.

@grantsheppard Dude I do talk or text 90% of players I join with. I do so to inquire if they enjoy the game and if they prefer solo and I also check their profile to get an image of the possible type of games they enjoy/play. I then leave the door open for them to ask questions (due to a quick text) they can now communicate with me. Very, very few do not want to know more. Even less kick me after healing them to get them back on their game play due to their call for backup when they go down. I look at that as neither good nor bad. Developers may have been a bit smarter than we want to see in allowing recruits to choose level 30, go get Keener, com back to DC to find out they still need to be carried and schooled up by compassionate Agents, rather than player Agents that have Cleaner, Outcast, Rykers or any of the other factions or Ridgeways motives.
@echolecter Those (want it now and for no effort) players must be coming from World of Warcraft or ESO
@ubi-theberry Hi & thank you for taking interest. I have found that after the 2nd Manhunt and acquiring the 2nd key to wait 1 hour or 2 before entering the Whitehouse at all (for any reason) disregard the prompt to go in. After 1 and a half hours I went in and was able to complete the 2nd key mission, and like after the 1st key was immediately prompted for the next mission. (This was completely by happenstance as I was standing outside of Whitehouse chatting with clan mates about all experiences members were having at that moment going in attempting to complete the mission). We broke up the group so all were on their maps, each went did something else in game solo, then entered Whitehouse and all completed the mission. Why it worked this way, best guess is an unseen or background server que for content generation.

@traumahawk Truely you are correct. Those players that "get it" play hard and like that Legendary challenge as I and our clan does. I answer the calls for backup quite regularly, and look for those open moments to instruct those players that are willing to learn, there a lot of new Xbox owners thus new Division 2 players, and still in 2022 are unwilling to use voice chat, it takes patience. FPS with an RPG entwined is awesome, it's understandable that people don't really know what to expect. I for one am here to help as well as having questions of my own about new content that creates bugginess and disconnects. Always happens with new content and that is more important than "nerfing".
@grantsheppard you realize that the majority of players don't want to actually learn the game. I have decades of mmorpg play and I get what he's talking about. Then there is that loud screaming, I paid and want it nerfed crowd that has no idea how to play well with others, so they believe "nerfing" is in order,....... a lot of developers cave into the "nerf it" for us minority because they are so vocal. Never let it happen, you are barking at the wrong dude. I have 2 accounts and 7 agents combined, and each agent has at least 3 loadouts. Convincing players to have more than 1 loadout and more than 1 agent can be a challenge, but I'm up for it.

@echolecter. I'm on series X and friends and I all have the same issues with this "key" and DCD going blue on us. One thing to add about the DCD mission is when sent there originally by Kelso after using 1st key, DCD was gray and after completion went to White House and no enter action possible with Kelso as you state however DCD, when I looked at my map had turned "blue" as you stated. I completed it as a "blue" mission and that is how I was able to complete "Castillo" the first Manhunt. I can't imagine how "jacked" it would have been if DCD was "Invaded" or part of unlocking a Stronghold.
