Well, Expertise on Gear could go based on their Core stat. So changing core stat with the recal will also change it's bonus.
For weapon damage: 0.5% handling and 0.5% weapon damage. So it's 30% for both at max level.
For skill tiers - 0.5% skill efficiency. So it's 30% at 6 gear slots at 10 lvl.
For armor - 0.5% total armor and 0.5k armor regen/sec. So it's 30% armor and 30k armor regen/sec
I don't see THAT as disbalanced, but it will be a nice bonus to have. Remember, that those 30% are for 6 pieces. Not for 1.

I just want to start a topic about upcoming pulse meta. Imho, from the looks of it, it should be already nerfed.
How i came up to it:
1) So, we are getting perfect spotter (20%) and Flatline (15-20%), which will give us 44% in total. Plus New gear set, but we will leave it as it is.
2) Specialisations revamp will allow us to use laser pointer in any spec.
In other words, we will have an almost free source of 44% damage boost. Without any drawbacks at all. 100% uptime.
What alternatives we have?
1) GC. Obviously. But, it's 30% boost and 60% incoming (perfect version). Pairing it with, let's say, Ignite. Burning target's will recieve 56% more damage, not 100% uptime and 60% incoming shtshow.
2) Obliterate. 25% Total weapon damage (not x1.25). Crits, goes off pretty quickly. It's OK talent, but still nothing to Pulse blast.
3) Everything else is harder to proc, or gives you less damage (15% TWD) with piu-piu proc.
My suggestion is, to avoid a big boomstick like Classic m1a (still broken sht), decrease both Spotter and Flatline to 10% boost (15% perfect version). In this case, we will recieve a lesser damage boost than in GC way, but without drawbacks. Plus, with the gear set it will be still efficient.
For whiners. No, buffing everything else won't work. It will be just another disaster.
UPD:
Just for clarity, let's see what every other talent gives us. I will look at those, which adds weapons damage and works on almost everything.
1) Close & Personal. 30% weapon damage (pff) at 7 meters. It should be buffed actually. At leasy, make it 12 meters.
2) Ignite, Sadist, Eyless - +20% (25% perfect) amplify. Ok, let's go with these one.
3) Ranger. 2% per 5 meters. Most of the time it's like 20-30 meters, so it's 8-12% amplify. Meh. Every 4 meter's would feet better (perfect 2.5% every 4 meters).
4) Optimist. 3% every 10% missing mag. Base damage, so still meh. At least amplify to make it worth.
5) In sync. 30% (if proced) weapon damage. Good.
And here we go with Flatline. 20% (let's go with the perfect version). The only competitors are Ignite (++). Which is 5% more. But, lesser amount of uptime. Especially Eyeless.
As for Spotter against everything else. So it's 20%, constant, coz easy to apply.
1) GC - 25-30% outgoing and 50-60% incoming.
2) Obliterate. 25% (ramping up), lasts 5 seconds.
3) Spark. 15% TWD, which is bad in comparison, btw. At 20% would be good (since it's TWD). To be good against Obliterate (since it's almost 100% uptime, thx to the drone).
What we loose, if we use Spotter+Flatline.
Assuming, it goes against GC+Ignite(++). 44% Amplify against 67.5%.
So, what we have to do to gain both bonuses. For Pulse blast - shoot in the head (Gear set) or -5% Crit chance (Tec laser). Or someone else should pulse instead of us.
GC+Ignite(++) combo - You need to make the target burn (some Outcasts and Cleaners weak points, or skills), Bleed (Rikers weak points and, mostly, OD+skills) and Blind (flashbang+some enviromental things and skills). Not an easy task. Plus +60% incoming damage.
I don't really know. We need deep testing with the New gear set first.

1) It's not the first year of pandemic. You should get used to it.
2) It's a game development. There are a lot of ways to communicate from home. Yes, it's a bit more problematic, but it's nothing catastrophic.
3) It's not a new game. It's an update to the existing game with working dev tools.
So 2 things could happen in reality:
1) Bosses wanted to get more money from Div 2. So they wanted another expansion. But devs didn't. So they've actually started to code something only in ~September
2) Things got scrapped after internal testing, so they started all over again.
Pandemic has nothing to do with it, obviously.

Because the point of a looter - to get stronger. After 1000 SHD you gain 3 health per level. Which is pretty much nothing. So you will loose the sense of growing up and becoming stronger.
x2 experience could be provided for people with <250 level SHD, so they could get faster to their first BIG upgrade (50 points in each section).
Don't wait for it. Do it now.

Ok, since this is a suggestion post, here are my ideas))
Merciless. Due to pretty low stability and overall perfomance, i propose that way. Replace stacks on enemies with stacks on the gun itself. Hitting the target with each shot gives you 1 stack, if both hitted - 1 more. Basically 3 stacks per double shot. Up to 15 Stacks. On 15 stacks next shot is charget, always crits and on crit will explode, dealing 900% damage. That explosion should scale from Explosive damage. Also, the second shot should be replaced as an explosive damage, that can crit, btw. Basically: Weapon damage+explosive damage. On 15 stacks next shot will blow up.
Backfire. 2 moments. First, disable the post proccessing effect. It annoyes too much. Second, after 10 seconds stacks should NOT disappear, but rather start to decay at 10 stacks per second. 200 stacks should stay.
Tardigarde. Additional functionality to the owner only. When the exotic procs, it multiplies your armor regen by 5 while you HAVE the bonus armor ON. Lasts till bonus armor disappear or will repair it up to 70% of the max armor. Basically, it will replace the Unbreakable, while also giving you a way to repair your armor, instead of bonus armor that will fall off and you will stay naked. Currently, for solo gaming Tardigarde is actually WORSE then Unbreakable.
Sweet dreams/Lullaby. Additional functionality. When you kill red or purple bar enemy with melee, gives you 35% Total weapon damage (TWD), 35% bonus armor and 35% bonus movement speed. Lasts 15/10/5 seconds respectively. Basically, it will make the gun WORTH using while it's on a cooldown. Not like a backup instakill for purple enemies.
Imperial dynasty. Additional functionality. When you lose your armor, creates a flame blast, set will deal 150% of your armor as damage in 10 meters to everyone aroud (flame damage, so robots can ignore it). 30% in PvP. Also, when the target, affected by the base mechanics, dies, it will cause the explosion, dealing flame damage equal to your explosive grenade damage in 10 meters around him. Your armor proc will have 2 minutes cooldown, while reapply of base talent - 30 seconds (to compensate it).
Ninjabike. Additional functionality. Combat roll purges all status effects from you. For each SE purged gives you 15% bonus armor. Also, for 10 seconds after vaulting or cover-to-cover move you gain 30% TWD. Currently they are useless, plus Fox kneepads are way too big in comparison to them.
Bighorn. Small improvement. Headshot kill in scoped mode should restore 10 ammo. To keep things going.
Bullet king. Additional functionality. When it restores ammo, it will also give YOU 10% crit chance and 25% crit damage for 10 seconds. For allies - nothing changed. Again, a small boost for YOU only.
Nemesis. Small improvement. If you kill the target with a headshot, next shot will charge faster. Like double the speed. Only one next shot.
Mantis. Not directly the Mantis buff. But when you drop the Decoy after it was restored, the Decoy will have it's health and duration boosted by 100%.
Diamondback. QoL Feature. While the buff is active, gives you 100% reload speed. Coz you simply can't use all 5 seconds for good sometimes.
Chatterbox. It needs a small damage boost. At least during the buff. Maybe, 20% RPM and 10% SMG damage.
Ridgeway's pride. Small defensive tool in PvE only. If your armor is broken, enemies with Bleed on them will also recieve Confusion for 5 seconds. 15 meters radius.
Sawyer's kneepads. QoL Feature. Rework of the stacks. You need to stay still to start gaining stacks for 3 seconds. If you move, you lose 1 stack per second. If you stand still you do NOT lose stacks. Basically, if you move a bit to get a bit better view, it should not punish you for doing that. You will lose 1 stacks, yes, but not all 10 of them.
Your final damage consist of:
(((Base weapon damage + All Weapon damage you have) * Total weapon damage) * (Crititcal damage+ headshot damage, if happens)) * Amplify damage (multiplicative between each other).
So. Assuming you have lvl 40 Sawed-off. 620k damage. For example, you have 100% Weapon damage from everything. So, it's 1240k damage. Assuming, no talents or sources like Total weapon damage/Amplify and no crits/HS. Optimist gives you WEAPON DAMAGE.
So, thx to formula, after you shoot 1 round, you have a bonus of 15% of WEAPON damage. So, it's 115% instead of 100%. Final damage will be 1333k. Yeah, that's it. You get only 7% boost from the talent.
Most of the weapon talents gives you WEAPON DAMAGE, which is additive to your base weapon damage (core atributes on gear, spec talents). Unless it says AMPLIFY or TOTAL WEAPON DAMAGE.
For example, Ranger AMPLIFIES your damage. Good rule to know, if something has a conition to work based on the enemy - it will be an amplifier. Sadist, Ignited, Ranger, etc.
UPD: the game has rounding up to integers. So 1% plus or minus.
UPD2: Weapon damage is additive to Weapon damage only (including base damage). Total weapon damage is a *1.X and additive between themselves. Crits and Headshots are *1.X, but they are additive between each other. Amplify is unique, it's a simple *1.X each time, so having 2 aplifiers it will be A * 1.X * 1.Y
Examples of WEAPON damage: Memento backpack bonuses, core stats, most of gun's talents, like Optimist or Pummel.
Examples of TOTAL WEAPON DAMAGE: Vigilance talent, Concussion talent, Wicked talent.
Examples of Amplifier: Spotter, Glass Cannon, Striker gear set's bonus, Ranger talent, Sadist talent, Lady Death's talent, Striker shield's aura, Damage to armor/health/out of cover.
@umilton The stupidly coded game engine keeps a large amount of buffered memory. Which means, that if you don't have very high pool of Vram, these buffered placeholders will pop up. Either you have 4 gigs or 10 gigs. The only difference is WHEN they pop up. The engine DOES NOT use RAM properly, that's why instead of load additional buffered textures there, it creates a useless buffer on Vcard. So, we have 60+ FPS at 4k, but with textures from DOOM 2.
Funny thing, that when you are using integrated Vega cards, you have enough memory to load that crap, because it actually uses RAM. Idk, how bad those programmers could be, since it's the first game with such horrible implementation of Vram management i've seen in my entire gaming experience (since 90s). I mean, it could work for consoles for optimization purposes, but for [censored] sake, we are playing on PC. So make the game work properly on that platform before releasing it. I'd rather wait for a few month, then spending money of this sht.
@mofalon It's not a decision, it's an incopetence. This should not be happening at all, since we have RAM and Virtual memory. So textures SHOULD LOAD IN ANY SITUATION. Vram is fast, plus lower speed memory will decrease overall perfomance, but textures MUST LOAD.
Except crushes don't occur to everyone.

Because it was added just for fun in the first place. Devs liked to play with one live agent from time to time and add as an option for players.

In your video it worked PERFECTLY fine.
Read the description properly. If you change your weapon BACK to BLB - stacks are lost.
Since 15.1 update I had exactly zero issues. So I'd say that it's fixed.
Your issue is something else probably
Pistols are [censored], so no need.
Val/Vintorez are actually quiet good and will fit the game. Maybe as exotics.
As for the bow - it was denied, but who knows, maybe they have changed their opinion.
Well, yes.
2 things to keep in mind.
1) There is a roaming Hunter, that moves between the mission locations.
2) At the extraction there will be one more. So, don't use proxy skills during those fights.
Also, if your build is super bursty, try to kill him directly once you see him. Use banshee pulse or foam to stun and kill him fast. It will be easier to deal with the BT drop.
@adicretzu it's a know issue and on their high priority list. So they probably will just return your creds once it's fixed
