Having the very same problem.
Started over only to face the very same bug again.
It seems to happen after picking up Ornir's Key and opening the chest for it.
The key won't leave the inventory like it should and then many other keys in the game will simply vanish after being received/looted.

Is there no fix for this yet? Sigh.

Weird thing is: IGN's page guide for this quest shows the very low resolution horse and a single rider similar to mine.

@r0ldy89 You are not alone. This quest bugged for me too, but in a different way.
When I approached the area, I heard the audio for the event then this Playstation era horse and people appeared out of thin air and.... Nothing happens. Tried fast traveling elsewhere and coming back, restarting the game multiple times and checking game files... The low-res horse and riders are still there.

Had to go back to an older manual save and do it again.

So, I got to this guy who asks you to throw the boxes off the cliff. I threw them all, he proceeded to tell some stuff and promptly jumped off the cliff. After that, nothing happens. No quest completion, marker still on the map.
I fast traveled somewhere else, came back and now the boxes are back and the guy is nowhere to be found.
Anyone else had this happen?
