I have just begun Souma Treachery Quest and started from Birna’s Storming Ravensburg.
I believe the bug took place on the way to Birna when I encountered one of the kendalls (Zealot) and started to fight him. Right after this, Birna’s quest sign disapeared even though it was still being tracked in the mission menu. I was able to talk to her and exhaust all her dialogues. Then, I cleared Ravensburg, and tried to talk to her (quest sign still not showing), that’s when I noticed something was really wrong, there was no “talk” button showing up.
After watching some walkthrough videos on the internet I noticed Birna’s normal behaviour should be to follow Eivor while raiding Ravensburg, in my case, she didn’t.
Now, the quest sign is showing again (“Talk to Birna”) but still I’m unable to do it. Ravensburg has no enemy left also.
I tried everything possible, inside and outside the game. I tried turning on and off mission track, tried fast travelling near and far away (norway), also tried loading a previous save (it was too late for that), completely uninstalling the game but nothing seems to work.
I had to stop playing the game not to lose progress hoping for this bug to be fixed.

Today, when I loaded the game, I noticed Ravensburg enemies have respawned, so I recorded 2 clips, one before noticing they respawned and one after clearing it again (Birna still not following Eivor when raiding and still not talking on both occasions). I also noticed Ravensburg's key was back to its respawn (with the enemy) even though all the treasures were already looted.
I couldn't upload the video directly to the forum so I did it through youtube...

Still stuck. Thinking about starting a new save file.
