Unfortunately there is little info from Ubi about how the train algorithms really work. (time, distance, occupied stretches, disappearing trains etc) All you know is if you click on the oilharbor you will get some info which tracks are occupied (or not) and which trains are on their way to a certain powerplant/fuel station with the amount of oil. Sometimes this helps to make different choices in adding tracks if it also happens regularly that trains 'disappear' at a power plant. I think in that case you will also lose your oil and that is not funny if you are just starting with a few tons of oil.
I agree with Aurus that it's ridiculous how much space you lose with more "escape" tracks that are (practically) unused but maybe necessary for everything to run smoothly.
The occupied tracks and the disappearing trains regularly give me a headache because I think sometimes the logic is missing even with more tracks so that the trains themselves can make a choice whether to return to the harbor or continue to the next power plant. But even when all trains have returned to the harbor, there are (not always) occupied tracks. And that's strange.
On CrownFalls I did the same as Asterix. At the far end of the island I only use gas plants because delivering oil was a struggle for life. It took ages to suplied the powerplants with oil. I only use the train system in "the city". Moved food production which where using the fuel stations to another island. I know it's not the way it should be but it works for me. Unfortunately, not everyone has the Artic DLC to do the same.
I'm afraid the train system is not on UbiSoft's priority list. Maybe optimized in the next Anno.

There are two reasons why the trains go to the same powerplant every time:
1 - Too little oil is being produced (or present on the island) to supply each powerplant. (Get more oil from the New World)
2 - Your track layout is not good enough for 7 trains. You should always provide (especially on Cape Island) alternative routes for a train to return to the harbor. For long distances make double tracks.

Nothing wrong with these files. Both with trees as far as you can see (Old and New World). FYI, I also play it on steam.
So it can't be that or other game settings you have changed after the "missing trees".
1) Have you verified your game files yet? That's the first thing Ubisoft ask you to do.
2) Not sure if you use mods and have installed a mod recently?
3) You wrote that you installed a savestate. Maybe you should uninstall it and see what happens to your forest.
Those were the three things that came to my mind.

Yesterday I did a clean boot and it all was doing well. No problems detected. So this issue (for me) isn't really consistent in figuring out where the problem originates. For me it's 1 out of 10 and that's it. If it happens again next time I shall save the game and after a cold start see what happens. Additional info: I never play in window mode but always full screen (3440x1440).

I hope it works for you too And verifying the game files is always a good thing to do in case of a weird problem.

So now and then I experience the same problem. usually on the right side of the screen. Don't know if this is an Anno or a Win10/11 issue. Or what Ubi-Milky wrote: a mouse problem. What I do know is that it's been like this for a while and not since the 14 release.
In my case I press the window key on my keyboard and I am back on my desktop. click on the Anno icon (to return to the game) in the taskbar and I can scroll as far as I want again. I know it's a workaround but I can live with that and it only takes 2 seconds to fix it.

Hello. I opened your save game (twice) and clicked on Bente's ship and waited a second. Then she came with a response and gave me the reward. End of the quest. Try it. It happened to me in the past too with different quests.

They will not transfer the old threads to this one. It's a fresh start from now on. The old anno-union forum will also be made read-only but still available. It is what it is. See you around.
