@jmetch so I managed to fix it, what I did was read all my pending letters and receive all my gifts (in my room) and then went to bed. The next day went to Randvi and I was able to start the Wincestre alliance quest.

So I just completed the Eurvicscire story and I came back to report to Randvi and there is no other alliance quest available on the map. The only that's visibly left is the Hamtunscire region. I have also completed the Asgard story. My settlement level is 5 and power level 270. I am stuck and I have no clue what to do next? Can someone please help me?

@youregrill I am facing the same problem and I am almost 80 hours into the game. Have you found any way to resolve this issue?
