Yes, most world events I have attempted I've had the issue where I'm unable to speak to whoever I need to, to either start the event or turn it in.

Also having the same issue on pc, ran into a few other bugs where I've been unable to talk to npcs also, been fixed by restarting but not this one...

@zakr13l I had a bug with the same guy but couldn't speak to him at all to start it, also the world event just south of it where you have to find a comb, couldn't turn the quest in, averaged a quest breaking bug every hour of play so far...
