I've ended the game raided every possible location and looted every possible place. but still miss around 1000 supplies but have more than enough raw supplies.

I've ended the game raided every possible location and looted every possible place. but still miss around 1000 supplies but have more than enough raw supplies.

How can I find a solution to finish the full settlement

I've fully finished the game and raided every city in England and found all the supplies on the map but still miss around 1000 supplies to fully upgrade my settlement to lvl 6

I've done all the raids and completed the full storyline in England but can't upgrade Ravensthorpe up to lvl 6.
I've more than enough raw materials but I'm somehow missing 400 supplies.
