I general like your story direction.
To add some personal insight, it should be winter again like division 1. I would prefer civilians activities filled in the open world again like division 1 as well. Players activities should be blend in, coverted by implement a stealth system.
Actions from former division agents, should always avoid civilian casualties and work slowly to turn the public to your side.
i doubt massive will do anything like this, but yes, your suggestion is already used by another game that put heavy focus on pvp mode for couple years.
it is called basic model appearance or something like that, when a user turn it on, all the enemy player’s model will turn into a generic version that their weapons and skill will be more easy to read.
just let us mod exotic into something else, many exotic is good to use but some of them just terribly ugly especially exotic weapons.

I can see there is a orange mark which is where you progress the mission after the manhunt mission.
its a long term goal, no need to rush. It gave purpose to trash gears, be it high end, gear set or whatever that you don’t needed. Donate can make progross. Whenever any material are going to full, i donate them to the skills or brand that I can’t or won’t use.

@III_Hammer_III This named holster brand set bonus still provide 1 skill tier when 2 of the same brand is equipped, it is still adding additional weapon damage for skill build/ weapon + skill hybrid.
Hybrid build in my opinion should always mean red+yellow, while blue in general is a survival measurement by sacrifice red or yellow damage to achieve. Any gear that break this balance will break every existing balance.
Why do we need to increase striker damage because heartbreaker can hit harder now? Heartbreaker is the elephant in the room, why don’t we tone it down a little so striker become the harder hitter instead? If so, what about other sets? Can we add damage modifier to other gear set as well?
heartbreaker already can reach 200% bonus armor, 100% WD is too much, adjust to 30% / 50% bonus WD will make other highend chest talent more attractive.
It really depends on how you want to play and what your gear stat.
if you already have 60 or close to 60% critical chance then weapon handling is good for your direct gun damage. If you also rely on skill to dealt damage instead of your gun only, 1 skill tier is always welcome.

Luckily i found some use of it, i am using it on my future initiative build, which is a build to go duo with a friend.
The build was mainly to heal him while he go gun blazing, where it also heal me. But we can’t rely on 1 person to deal damage so i take a sniper turret with me. it hit hard as skill tier 6 and will definitely kill and gain the buff.
I have tried to use it along with busy bee, since i want to incorporate busy damage buff into my AR damage. It is fun to swap to busy bee at full stack, gain couple bee stack, swap back to AR enjoy the additional damage.
i thought, since i am swapping to busy bee, so why not take the dodge city exoitc.
If create an extra agent, make it through compaign, killed keener, unlock the SHD watch, collect materials, del the agent, repeat the loop. It should be addressed. But the shared watch level shouldn’t be touched.
Maybe the watch level point usage should be stored by slot. So once a slot was occupied, point being spent, it make a record, then if the agent was deleted, a new agent unlock the watch again, it start at max watch level and 0 point. Only points that gained after this new agent was created will get shared again.
Well, personally i don’t really care about this issue since I don’t pvp in division.
Maybe your game is broken. Link laser always trigger pulse for heartbreaker stack. Only when it bug out, my heartbreaker buddy will easily go down.
All you need to do is equip something else and equip the laser back.
But i agree when playing heartbreaker with other spec without link laser, heartbreaker is more balanced. Maybe nerf link laser was a easy way out.
it is too late now as that boat has sailed. I am crazily in love with the new striker.
if you read my many other posts, i have said many times that striker don’t need a buff, instead it is heartbreaker needs to be bring in line to the level if the existing gear sets.
But what is done is done, they kept the OP heartbreaker and buff striker, so negotiator is no longer some speed to heartbreaker, hunters fury and striker, or even umbra. I am suggesting a little buff to negotiator thats where still no where striker buff or at heartbreaker level of power.
In my opinion, Tip of the spear could use a speed buff on swap in and out of signature weapon. It is kind of chunky to use the signature weapon during combat now.
Negotiator could use some rof buff like 5-10% rof increase per mark (max 3). Or 5% weapon damage increase per mark killed for 10sec, stackable to 5 stack.
Maybe True Patriot needs some buff too.

Do you know hollow point ammo grant you 20% weapon damage? It is a team wide damage buff, and this sharing ammo system actually make ongoing directive a strong set among some powerful set like heartbreaker.
Maybe you should ask the dev to modify the rules application a little to not receive any hollowpoint ammo if a player loaded with special ammo.
By the way, maybe it is time to revisit negotiator…
