I've completed 1 region and this is my conclusion on the mechanics of "right tool for the right job".
The first is the gear system. On the one hand, finding new apparel is a nice incentive to explore the world, on the other, however, having to change it brakes the game dynamics. For example, when I traverse across the map I use the Parkour set, then I pick up a fight for which I need to pause and go to the arsenal to change into something more protective. Then I decide to get myself a vehicle and pause again to change into the Scrounger gear to fix my vehicle automaticaly. Thus, I have to pause constantly to change which stops the flow of the game and makes it feel more like a strategy/tactics game. So instead I choose to always wear the same combination of the most useful gear AND the game is not difficult enough to make me do otherwise.
Next is the new ammo system. In short, with switching between armour piercing and soft round guns being such a nuisance I ended up carrying PPsh and MP34 with their high RPM, which makes ammo type unimportant. As for explosive ammo, it's never proved useful against ordinary cars because I can shoot through glass or against tanks and helicopters because it's quicker and safer to use a bow with emp rounds. And I haven't had a need to use the incendiary and poisonous rounds, too!
I can go deeper into the new mechanics but these, to my mind, are the most fundamental flaws.

@fefe-mcq I maxed out the sensitivity for helicopter and still have to sweep with my mouse like crazy.
