I have the same problem... I try everything, except starting a new game, wich, I refuse to do so...
I don't understand how can they release the game with so many issues... I am a big fan of the entire series, but this i the first game with so many problems...

I have started to build my settlement, and early in the game, after the doing the missions for the first 2 regions in England, AND the attack on the settlement, I can't access the tatoo and hunter shop... The promt does not appear... I tried to go back many times, but the problem is still there...

The problem still persist... The new update did nothing... This is a big screw up...

Same problem... I fought her early in the game, and lost a couple of times... After that, I could not interact anymore...

I can't interact whith many of the npc shops at the settlement... This is very annoying...

Many of the shops in the settlement can't be accesed, the promt to use them when hoy approched them does not appear...
