Unable to pledge to Snotinghamscire
You should unlock Settlement Level 4 to be able to pledge to Snotinghamscire

Unable to fast travel after the cinematic for The Poor Fellow Soldier & medallions increase after reloading auto save
After meeting "The Father / Poor Fellow Soldier", fast travel is unavailable while in Hamtunscire.
Additionally, any subsequent reloads of the auto save after the quest while still in Hamtunscire will increase the number of medallions in your inventory.
