On my map the foreign supplies marked as "Exhausted" indeed

I did a recheck with a real old saved game, which made me start the festival from the beginning cutscene. Also now the NPC's are dead.

Similar issue happened to me with Vagn at the Ostera festival after the crash update, that bug remained with me a few updates but has been fixed lately now.

The absence of the foreign supplies is in the RiverRaid mode

In The War Effort mission I am unable to communicate with Thyra and Braun since they are down (see attached pictures)

Next to that I am not able to obtain foreign supplies after robbing all fortresses and monastries. The only loot is iron, leather and some runes.
