For me the problem started before the Berserker quest. I think it started right after the attack on Ravensthorpe.

At first I thought the bug had something to do with the Berkerser mission or the attack on Ravensthorpe. But a friend of me went past both these points without any problem.

He build the Barracks before these missions and the Shipyard after. Both are working fine for him.
I haven’t build either yet. I go back to an earlier save every time I try to build them and fail to talk to the NPC’s.

The differences between our games:

He:
PS4
Standard Edition
Installed the game on Nov 12th
Started his current game on Nov 12th

Me:
PS4 Pro
Collectors Edition
Installed the game on Monday Nov 9th Started my current game on Nov 11th (due to 1.02 patch bug I had to start over)

I really don’t see/know any major differences otherwise.

It’s hard to tell the exact stats I had 2 weeks ago since I only noticed the bug after 2 full days of playing. So I can’t really help on that part.

We will keep checking my friends game closely to see if and when the problem occurs.

You’re absolutely right! This edition has cost me 160 euros, and after 2 weeks I am still unable to play a very important part of the game. It’s insane that we’re not getting a proper response or update on this!

For me the issue seem to have started when I reached level 4 of my settlement.
I went back to an old save from when I still had level 3, and I was able to speak to the Barracks NPC.

Another problem occurred during this test though; I tried to go back to my level 4 save, but instead it loaded the level 3 save again and my level 4 save was gone.
I am 100% sure I loaded the correct saved file, and didn’t overwrite it. The person next to me saw it happen.
I closed the game, restarted and loaded another file from a few hours ago. Luckily that worked, but I did lose about 3-4 hours of gameplay.

Same here. Almost 50 hours into the game and still can’t speak to half of the village.
Especially the Barracks and Cartographer are annoying. I really want to try these before I finish the game. Seems unlikely at this point.

I had the Berserker mission still open. I finished it, but unfortunately it’s still not working.

When I build the Barracks the NPC starts talking and a Jomsviking from another players appears at the dock.
I can recruit the Jomsviking, but I still can’t talk to the NPC to create my own.

Same here (PS4). Unable to speak to NPC at Barracks, Cartographer and Shipyard.
