This still does not work for me, even with the recent patch 1.04.
Occurs right after the speech for taking the castle. As you load back in, your character simply stands still.

I can move the camera araund, take off the hood, or with G start aiming the fishing line.
All other actions does not work. So cannot move, cannot access the world map/ save or load.
Waiting does nothing, eventually a few other npcs will "walk past you" more like fly by with their arms and legs flailing about, but you will still be stuck.

The only option is to escape out to the main menu and load a previous save.
Then skip the area and pledge to another region.
