I'm having an issue that seems pretty similar to the bug in this thread. But instead of 'Bleeding the Leech' quest not showing up, it's 'Firing the Arrow' that doesn't show up.
I think I may have stopped the Lunden questline and pledged a different region at some point in my playthrough. I don't remember how long ago that was and don't have any manual saves that go back to that point.

I have the latest update as of October 2021 (1.3.2). I tried creating a separate manual save and reloading it, that didn't work. I tried unintalling the game from my Xbox series x and reinstalling it, that didn't work. I tried exiting into the Animus from the inventory screen and going back into it, that didn't work. I tried pledging different territories and finishing those questlines, starting up Lunden again still doesn't trigger a quest.

About 80 hours into the game I realized that I can't finish the Lunden questline. When I pledge to Lunden with Randvi my quest log does not update, there are no quests for me in Lunden on the world map. But the region is still marked as 'committed', not 'completed'. I have the Walls and Shadows quest in my completed quests list. I do not have firing the arrow quest, and I can't seem to access it. I have not killed The Arrow yet.

I checked the quest issues list and saw some glitches with Lunden in general but couldn't find anyone with this specific bug.

Am I doing something wrong? I don't want to waste time with this playthrough if I'm not going to be able to progress without beating Lunden.
