Maybe game tought that my char (104) is too powerful for places like East Anglia and Oxenfordscire and just skipped this, but that means i cant finish main quest. Also I wanted to unlock all achivments but this issue wont help me

So i just finished Grantebridgescire, Ledecestrescire and Lunden, all on 100%. Im 104lvl and now i can only pick Jorvik (190lvl). Why cant i pick East Anglia or Oxenefordscire? Is my save bugged?

This game is so bugged. My problem is that i just finished Grantebridgescire, Ledecestrescire and Lunden, all on 100%. Im 104lvl and now i can only pick Jorvik (190lvl). Why cant i pick East Anglia or Oxenefordscire? Is my save bugged or what?
