Hi!
I’ve seen that many people reported problems with the mail system and I’d like to propose a solution to one of them (I haven't seen anyone address this particular issue; I apologize if someone else has already posted about it).

Description of the problem:

As the stock of local mail fills up and then gets consumed, the production of mail turns on and off, causing following problems:

1. Production of local mail is hard to read in the statistics menu, since it is changing constantly and the usual darker area in the production bar (the one that indicates potential production whenever the warehouse is full/ there are no input goods) is not displayed. I assume it is caused by the unique production cycle of post offices, which is based on the population around them. Following screenshots were taken just few seconds apart:
2. New World and Arctic Reports cannot be produced consistently, since their production is based on extra goods effect, which is dependent on main good being produced (on a side note: while + 1/3 reports works fine for New World I think that Arctic could use a little boost).

Proposed solution:

Post offices and boxes could produce "effects" (much like restaurants and shopping arcades) instead of directly producing mail as a storable good and have a permanent effect of "+ 1/1 local mail" placed on them. Thanks to that modification every time the production cycle of “mail effect” would be finished, 1 ton of local mail would be produced, but the production would be constant, since "effects" can’t fill up the warehouses. Assuming that the “mail effect” would not do anything on its own (though it could for example help with consumption of overseas mail for the residents in the range of post offices) nothing would change with how much mail is produced and how it is stored, but the statistics screen would display actual production of local mail and production of reports would become consistent.

I’ve tested this solution by placing the Entremetier item(+⅓ Jam) on three restaurants. Even though the island's warehouse was completely filled with jam and there was no consumption, extra jam was still produced every 3rd cycle. The statistics screen also showed constant production of 1 ton of jam per minute:

Thanks for looking into the issue. Even after verifying game files, none of the skins unlocked for me. Can I still hope for a fix?

Hopefully it will be fixed. It probably isn't issue with Your game being on Steam, since I have this problem on Connect version.
