Having this issue too, and most likely everyone here has the ubisoft+ which always requires a internet connection or it shuts everything down immediately. Some reason there doesn't seem to be a good connection with this awful launcher.

Trying to finish this quest where you find Mr.Brokemens documents in order to sue Jenny, and it is no where to found. I have completely deleted my city thinking it might of spawned under a building or port, but nothing. Says his suitcase is located near the harbor, but it is not. Please fix
