Is it really that bad with 4gb of VRAM? pc gameplay

Hi, I have a GTX 1650 Super 4GB VRAM, Intel i7 7700 and 2x4GB Corsair Vengeance 3000Mhz. I barely manage 30 fps on high - medium settings. Would it help me if I buy 2x8GB more ram totalling 24GB? Because it uses 6.8gb out of the 8.

If you have 4GB VRAM
