Same story here, similar specs. 5800x, 3070. NVM ssd primary drive, but game is on 8tb raid 0 array (2 4tb disc drives). Internet 300+mbps.
Every time an update happens, download no time at all while "allocating" takes 30-60 minutes. I waited about 15 minutes for tonights update and it got to about 30%. Thanks to this thread I found out I could go into "offline" mode and play right away. I'll let it update when I go to bed.
Something is seriously messed up with these updates and it's always been this way for me, I just never bothered to look up the problem until now. I'm a casual gamer with only a few hours a week to play so whenever there is a farcry update I know to just give up and go find something else to do that evening. It really shouldn't be that way with a very high end gaming rig.
