I want to be able to deal headshot damage to all types of enemies without requiring Achille's. Also for all enemy types to be vulnerable to at least one type of status DoT, even if it means introducing a new corrosive status for dealing with armored/mechanicals, without requiring the crossbow. Maybe even something as simple as scaling Oxidizer's damage with status.
Feeling like you're almost utterly useless against a specific enemy type because of your build (despite being built for damage) feels really bad.
Being caught in a situation against a quad-copter as a headshot build before having the opportunity to swap builds is an absolute nightmare.
I feel like the fact that no enemies resist crit (in fact warhounds are actually technically weak to crits) is part of what makes crit builds so popular, but I much prefer the idea of certain enemies being vulnerable to a specific means of dealing damage over having enemies that resist them. I do NOT want certain enemy types to suddenly be crit resistant in an effort to push people towards other playstyles.
To summarize: no enemy should be resistant/immune to an entire build. It feels better to exploit enemy weakness than to be stonewalled by near immunity.
@virtual-chris I've tried a few ways to make SMGs work as an MMR main, but since sniping (at least with a bolt action) in heroic/legendary is so dependent on Headhunter to work well, the results are always going to be fairly lackluster.
That said, if you're dead set on using one, I'd strongly recommend Unwavering.

I have access to Technician and a Momento but I’m not sure that’s the solution. I can look at adding a skill tier some other way.
Is there anything I can do to make the Dark Winter more effective? It’s maxed out CHC and 120 CHD with 3 mods for accuracy. Not sure what else I can do to make that hit a bit harder.
Also, one other question… against Chungas, I’ve always found targeting their backpack, or the belt feed temporarily stops them and then targeting their lightly armoured butt, or crotch will put an end to them quickly with full auto weapons. The sniper doesn’t seem to do anything… it’s almost completely ineffective for several rounds against Chungas… what am I likely doing wrong?
If you're using Headhunter then you're just going to have to use up your buff to put some damage into their helmet. If you're not using Headhunter then warhounds, tanks, UGVs, Marauders and anyone with a helmet is going to give you grief when sniping, it's just the way it is.
If you can break a Blacktusk tank's backpack and get behind them, you can shoot through it to bypass their armor. Alternatively, there's a bug with Blacktusk and True Son tanks where if you shoot perfectly between their body and their weakspot you'll just magically bypass their armor, although without Headhunter you'd have to pretty damn good to nail the shot back to back consistently enough to be worth doing.
@adrian-11 I would avoid using red cores for the most part since they offer very little boost early on. MMRs also suffer until late game since their headshot stat scales with level rather than being baked in, meaning rifles make them largely obsolete until much later on. I used the Bulwark shield myself, can really come in clutch if you get caught off guard by an elite outcast suicide bomber whereas the revive hive will just melt alongside you in that scenario.
I've begun consistently crashing within 20 or so minutes in both DX11 and 12 since this most recent patch.
Sounds kinda like the mastery system in Warframe except better in my opinion. It's a good foundation for potential new content and suddenly new gear that I'd normally not have had any interest in (most skill gear in my case) becomes relevant to me, with options available to bypass actually using said items if I just really can't stomach using them for whatever reason.
If the kill XP extends to accolade bonuses then it could also be an incentive to roll HS/handling instead of crit (not that there's anything stopping you from headshotting with a crit build, but still.)
@abugazi I just checked and it's happening for me too, counts fine with the GE turned off.

My wife had this happen long before WoNY released, she tried contacting support and sent videos of the issue and whatnot. Unfortunately in the end after trying some workarounds, the only fix we found was for her to start a fresh character. No idea what caused it though.
@n3mb0t I have 170% with the one I use the most: Punchdrunk, Memento, Chainkiller, Providence gloves, Belstone holster and Belstone knees. My alternate one replaces the gloves with Airaldi and the holster with Badger and has 155%. All have HS/armor regen except the Chainkiller which is HS/handling, until I find a replacement.
I use this for solo or 2 person legendary though, so my use case is different.
For 4 player legendary I use 4pc Tip of the Spear with Chainkiller and an Airaldi Vigilance backpack all rolled with HS and then handling on chest/pack. White Death/Nemesis with a sawed off as my sidearm (which is bizarrely extremely accurate for a shotgun alongside the double barrel.)
@n3mb0t After playing around with my White Death/M870 Headhunter build for quite some time now, I personally think there are much better stats than handling for such a build and that all you're really benefiting from with it is the improved reload.
For the longest time I had handling rolled on all of my pieces, and after getting a Braced chest and max handling rolled on every gear slot I decided to check the spread against a wall. The difference between 98% handling and 0% on an M870 is negligible, especially at the ranges where you're realistically going to be shooting from and you can't have Braced and Headhunter at the same time.
I've since swapped to armor regen in place of handling, with only my Chainkiller still having handling rolled on it and I haven't noticed a difference in accuracy.
The best advice I can give would be to stop moving before pulling trigger. Much like an MMR, it seems shotgun accuracy is quite heavily impacted by movement:
