Judging by upload date of the video below the yearly Christmas/Winter Holidays Gift pack supposed to be visible in Rewards menu of Ubisoft Connect client since December, 24 at least (you can see it at 30 sec mark). But it still isn't available.
So I believe that right now match making in Legion is broken (at least on PC), here's why I think that way:

Same. My stats are there, including influence points and ETOs I had and didn't spent yet, lvl 80 this season is there as well. But my online team is gone, as well as all potential recruits I had. Created a support ticket 16414471 with screenshots.

@twistingworm547 Unlocked tech is still there, all bought clothes, skins are still there as well. You need to unlock stores though.
Same! No ETOs online for some reason. Also, I'm not sure if that's related, but sometimes in-game chat isn't working. It says Ubisoft servers unavailable or something like that. Or there is a noticeable lag between sending a message and seeing it in the chat. Both issues began today. I didn't update, didn't change anything, so I'm pretty sure the issue is not on my side.

No one is updating client side. Server side keep changing each day, cause people keep playing online, earning ETOs, influence points, levels, coins, buying prestige operatives, etc.
This 'reset' could be due to the corruption of shop data base, which stores all transactions people did (like some value exceeded a given limit), or a plethora of many other reasons on server side.
@Ubi-Mushy There was a new update recently, so I've tested chat behavior with my friend, and both our clients/chats have a similar CPU load, it's up to 1.1% if you take a single Ubisoft Connect WebCore process, and up to 2.3% if you look at overall Ubisoft Connect's CPU load. Until you read the message ofc. It's 0,1-0,3%.after that.
By the way, my friend is having the same R5 3600 CPU, but GeForce GTX 960 gfx card, not sure if it matters.
So it starts working now. I found public people, rejoined one, people populated my public server.
P.S: corrupted agents' pics in DX12 online bug is finally back as well. Also I might be imagining things, but I have a feeling that the game was more stable online/DX12 when match making was broken, or may be I just played less.

So I bought Ryzen 5 3600 (6 cores / 12 threads) recently, and this bug is clearly there. It's just the difference in CPU load is so small, because of 12 threads, it's barely noticeable during gameplay. It's like 1.1% of CPU load during the bug, and ~0,2% without it.
You have only 8 cores CPU with no multithreading. Can you check your CPU usage during gameplay? It sounds like you have very high CPU usage.
I had 4 cores i5 3570K and the game had lots of stuttering in DX11 mode. I had very unstable fps, lots of fps drops especially while driving. DX12 was more smooth (less CPU bottlenecks by design), but lots of stuttering when ray tracing enabled, because CPU had almost 100% usage during gameplay. I have to turn off every background program CPU might be affected by, and it didn't help.
Recently I jumped to Ryzen 3600 (6 cores/12 threads), and now I have zero stuttering, the game is very smooth in DX11, and even smooth when ray tracing enabled. CPU usage is below 40-50%, because of 12 threads I don't care about background programs.
i want play in 60fps..
It's really hard to achieve high frame rate in the game with ray tracing. Set ray tracing to medium, and use DLSS.

In the meantime, please could you share some screenshots of what you see in Task Manager, as you did originally? So we can compare the use and see if there's any change or if it's still the same?

P.S: just in case, if the right chat is opened in background before I get new message (like on the last shot), and that 2nd friend sends something to me, I have the same CPU load while in game (tons of stuttering), until I alt+tab to desktop from the game and see the chat, then no yellow dot and no CPU load, no stuttering in the game.
