I've been thinking about this ever since the beginning of the year, but I believe it's time for me to retire from the forums. Now that the new forums are pretty much spam bot free , my services as a volunteer mod are no longer needed. Plus, as life naturally progresses, I'd like to honor that progress. Although I am not an official Ubisoft employee, and although this hurts to post, I'd like to still give my respect.
From the beginning of the original Division forums back in 2016, this place allowed me to become an expert at a game I was so deeply impressed by and invested in. It was a home away from home. From greatly heated debates about the dark zone and PVP, to penning lengthy passionate threads in hopes to influence change, my time here has been fruitful. Division 2 going quiet has greatly affected my attachment to the forums. It also came at the time between college graduation and depression, so I was at a crossroad and felt a need to move on.
My last feedback thread is my last feedback thread. It was a final attempt at getting Division 2 to incorporate some missing Division 1 elements, and to improve other aspects of end game, if this game is meant to be played for several more years. But, I'm tired, you know? Tired of typing them. So, hopefully we'll see some things in that thread come to fruition within the next year with the new content . If you're on PC, you may see me in-game whenever the new content drops, however I will be absent around here during that time. I'll sit back and simply be a player. To just enjoy what Massive will have cooked up for us.
Lucipus, I'd like to thank you for the volunteer mod opportunity. It was my first attempt at any sort of mod role and my ultimate goal from the beginning was to separate player from moderator. Not sure if I was successful, though . It was a joyous experience nonetheless!

Builds play a part, but Legendary is mainly knowing where enemies, particularly the most deadly, are and when they spawn.
But, learning encounters require dying to them first. A lot.
Yeah, I posted about how unworthy completing the Projects were on the old forums probably over a year ago, and again three months ago on Reddit.
For a player like me, Expertise and Grade are the end game, so materials are more important than ever. Projects are also not worth completing, because the rewards are poor. You can essentially farm Public Executions for Heroic bounties, complete the bounties, and gain better rewards than the rewards you get from completing the Weekly project, in less time! So, let's kill two bird with one stone, shall we?
To make Projects worthwhile, they could ideally gain a "Crafting / Expertise / Optimization" material caches as a completion reward, but the amount of each material would need to be hefty, relative to the amount needed to craft / upgrade Grade level / optimize an item.
The amount for each material in this new cache would need to be like 1200 or something, maybe even more, considering the amount of a material needed to level up a Grade level, for example, is over 100 and only goes up each level. And, as it is now, that is for EACH individual gear slot. This hefty amount would be for the weekly PVE projects. The daily projects (PVE and DZ) could reward this new cache, but with, maybe, a half or a third of the amount.
DZ Projects would ideally reward the same cache, but also reward DZ currency. I'd also place this new cache as a reward for completing Bounties, but reward maybe 1/4th the amount of the Weekly cache, and for completing Summit challenges. Essentially, this new cache would replace the need to make new characters to harbor materials from the Watch. It would give meaning to the "do you dailies / weekly" phrase and freshen up the end game loop. New players would only benefit from these caches, even though they might not use the materials right away. It would also aid in leveling up new items added to the game.
You'd have to get rid of the SHD Requisition project, or don't have the Project reward this new cache.
I don't mean to offend the OP, but it was this kind of rhetoric that made me realize how much of a fool I was for humoring PVP. I can't speak for the Regulus, but I can definitely speak about the Liberty / Bulwark, as that was my PVP build before I stopped playing.
The Liberty is a desert eagle, the weapon with the worst recoil in the game, even with the nerf and then rebuff to pistols. It's high risk (poor recoil, small mag size, it being a pistol) high reward (base damage + headshot multiplier). So for a player to have an issue with another player trying and landing headshots with the gun that has the worst recoil in the game was such a wake up call to me. You always hear about how headshots (on PC at least) in PVP shooters should be praised. It's like such praise does not exist when it comes to this weapon. And considering the Crusader meta, the complaints about Liberty, losing crit to stack headshot damage, and Bulwark was even more bizarre having being a direct counter to it.
And when players started complaining about being countered, the true integrity of the PVP became questionable to me.
@xcel30 I think you'll want Battlefield then. You can do well and have fun in it while not having a need to tryhard.
This game is clearly going after a Call of Duty audience and CoD is not exactly a game where you can just turn your brain off and play, let alone play while staying dry.

Don't forget: those who have pretty high SHD levels were playing the game during the time the game was in a coma, and there was no objective reason to play it. There was nothing new to experience. No new content. No new gear. Nothing.
You can't fault someone for not playing during that time. And we couldn't have predicted Expertise, let alone it utilizing crafting materials.
A lot of players that couldn't handle heroic or legendary of course are going to say nah. it's perfect and it wouldn't surprise me if majority of players would say the same thing since only a handful of players are actually good. I remember when doing legendary was honorable as a gamer. It's a joke now and heroic feels like I'm playing in challenging with expertise only up to 13 on weapons, gear and abilities. I can only imagine how much easier it's going to get at 20%. People just run thru heroics like mindless zombies. No one is taking the time anymore. I missed how heroic felt in a group with players that had no expertise. The game is a joke now. A casual joke of a game. It feels like when I was younger and used cheat code on a single player game. Feels fun for a few hours. But later I realized this actually ruined it for me. Expertise ruined the game for me at least and I wish they would remove it. But I know it aint happening. Just wanted to put it out there. Game is a joke now.
My mans... Both Eclipse Foam and Turret / Drone builds made Legendary easier, waaay before Expertise was added to the game.
And for obvious reasons, the more you do a task over and over again, the better you become at said task.

I mean, it's not fair to believe that's what they are expecting. There are many factors that could explain why a player is playing a certain way.
If they do go through with it, it signals to me that Year 5 is the last year of content for the game.

@Chaotic0809 Wait, people use unbreakable? I almost seldom ever see that talent used. Vigilance, Concussion, or maybe Composed, but almost never unbreakable. Unbreakable requires you to get kills. So it is more of a solo talent.
Unbreakable is pretty much the PvP meta, as well as Tardigrade since it's basically the same thing. It seems like that's the influence behind the OP.
And I would agree with the OP, I'm tired of seeing Contractor's / Fox's, too. It's not the fault of the players for using the items, though.

My bet is on it having a recalibrate-able main stat. It gives the player incredible flexibility over what build it'll fit in, not to mention it would make it the first exotic gear piece we would be able to recalibrate.

@Hunted1x I mean, we can speculate as to why they are adding raid exotics to the DZ. My speculation is that we're entering the end of the game's live service. It's been 5 years.
At this point, who cares if they add matchmaking to Normal difficulty, even if it will result in more shams than successful runs?
The problem with mods is that there are only three mod slots. The other mod slots would need to return for the other gear slots before explosive resistance mods, or even the critical strike resistance mods that used to exist, are made. But, bringing back the other mod slots also allows us to continue to stack crit damage.
Regarding pulse, if the other mod slots don't return and an increase in the pulse resistance mod happens, at some point there won't be a difference between the mod percentage increase and the pulse resistance provided by the specialization tree now.
@CX-ONE Yeah, you're right. It's not like an exact copy of the item isn't available in another game that's been out since 2016.
Or if the ninja bike bag adopted the backpack talent of the gear set you're wearing three pieces of.
I've brought this up in my Year 5 Feedback Thread, but the upcoming change to how Jammer Pulse will affect skills makes it even more relevant.
Explosion Resistance isn't a stat worth investing into right now in PvP, and probably even in PvE. With the current Unbreakable / Tardigrade meta, Crit is a much better stat over Explosion Resistance, so that players can effectively burn through 150% armor, or more against System Corruption. This inadvertently makes Explosive skills, mainly Artillery Turret and Seekers, pretty devastating.
Hazard Protection is also a better PvP stat over Explosion Resistance, because it provides resistance to every other status in the game, but Explosion resistance requires a separate investment. It's inconvenient having Hazard Protection and Explosive Resistance as separate stats. Our, as in lower skill tier players, way to counter Seekers and Artillery turret without Explosive Resistance was the Jammer Pulse, but now that's being changed. Do you see the issue here? That lack of resistance is exposed.
It's a lot more beneficial for a lower skill tier player to invest into Hazard Protection than it will be to invest into Skill Tiers. Explosive builds opt for 6 skill tiers anyway. Instead of nerfing explosions, or lowering the base health of deployed skills in PvP, please incorporate Explosion Resistance into Hazard Protection.
