I think the problem is that we can't turn the pages in the logbook anymore (it used to work).
There seems to be a easy work-around - Just take a ship and sail to the Inuit camp to the northwest. When you get there, I believe the quest continues as if you had read the logbook.

@ubi-karl This issue occurs when you have a production building (such as a Pig Farm) with a silo. When you click on an actively producing pig farm you hear the 'tick' of the silo. If you pause the pig farm production, you no longer hear the 'tick' - until you change (or clear) the focus on the pig farm. Then the 'tick' is heard whenever there is no active selection. One way to clear this is to pause the silo before pausing the pig farm production.
