I'm not exactly sure how this video can really help but here we go
Gave the necklace, mystery still on map but item removed from inventory.
Couldn't find the NPC, might have seen her on the bridge near a stand but couldn't fin her for this video.
Fishing pollocks doesn't seem to drop another amulet. -

Seems like there are multiple bugs, I gave the necklace to the NPC, but the mystery isn't completed and still appears on the map at the docks.
The NPC now is standing on the bridge, but can't interact with her.
Didn't realize it immediately, really don't feel like restarting the game because of this.
