I also have been having issues with draw distance, especially in the skybox. The level system is beyond stupid, and the combat is... well not great, but fixable. Currently I am running on a 2080ti and an i9 9900k with 32gb ram.
I truly and honestly do not understand what the purpose of levels are in this game outside of forcing to you farm and adding to playtime. For example, early in the game you end up in England, just up the river is an area you can raid, but all other areas around you are filled with random peasant soldiers who apparently trained in a castle and who are now positioned at a random village... [censored]? This takes away heavily from being a believable world. Why does this hamlet have elite soldiers sitting around doing nothing, but the hamlet 2000 feet up the river have guards that seem appropriate (actually the fact there are guards and not some randomly thrown together militia is already dumb, but I understand gameplay wise why they are there). So far the only reason I can think of putting in leveled enemies is due to lack of creativity and a want to pad the playtime numbers. Its like the writing staff were not clued in on the open world functions of this game. Other than that there are clipping issues everywhere, the cutscenes are jarring, and camera angles are horrible. All these things take away from what could be a fantastic time, but these problems pop up so often it is very difficult to keep immersion. Not even including the really dumb "glitch in the matrix" events.
