Hello thank you for your answer today when I logged in to the game all the suddenly my settlement could be upgraded so my issues are fixed. for some reason the flow farm could not be upgraded but after loading the game today I could upgrade it.
But I have another question about a glitch that doesn't allow to play the Saint faith world event hope to hear back from you and thank you for all your help.

i have left over raw materials and i can't upgrade any building in my settlement so i cant reach level 6. i have completed all the raids and everything. sunnen isn't showing my any location that i can upgrade and even going to the locations i cant upgrade them.
can somebody please help me.
