I too use a test subject in my turret drone builds. The reason is much the same as yours. Additionally, my use of test subject allows me to use Scorpio with it. Scorpio has been very effective when I need to stall an enemy who is approaching me with Legendary and flee, or when I need to stop and take down a fast drone operator.
I use armor regen as an alternative to skill haste. It is very comfortable, even with damage-prone Legendaries, as long as I hide for a bit, my armor is quickly fully healed.

Normally, you can only enter the administration building when some kind of encounter has started and the door is open, but even when the door is closed, you can enter by jumping over the yellow barrel to the right of the door.
Although not many people exploit this bug, it is possible to open the black chest inside the administration building without fighting.
I have completed all Legendary difficulty missions, including the two new Legendary missions, and the only area where I can see black medics in the Legendary difficulty missions is the last area on Roosevelt Island.
This problem has been occurring since before patch TU16.
White Tasks consistently appear as enemies in Legendary difficulty, but only one Black Task Medic appears in the final boss area on Roosevelt Island. I think it is a configuration error.
I would guess that this location is inherently inaccessible. The reason is that it is unnatural to enter from the side of the stairs and the container is unnaturally empty.
This location is often entered by enemies in Legendary, who often enter the high ground and attack unilaterally from a location that is difficult for the player to attack.
It is also relatively safe for players to use their skills and other techniques to take advantage of the high ground at this location.
You can slip through the gate by dashing to the right from the concrete to the left of the switch, where you should originally press the switch to open the gate and proceed to the terrace.
In solo play, this will only prevent you from proceeding, but in group play, you can take a shortcut to the enemy spawn point and ambush them.
Critical hits add a stack of 4% reload speed bonus. Max stack is 40.
Multiple critical hits only increase the stack by 1.
Since Striker and Heartbreaker can increase stacks per shotshell pellet, Fast Hands should do the same.
I too am very unhappy with this specification, but it appears that mini-tanks are treated as enemy skills.

After becoming a rogue in the lvl 40 dark zone, exit the application. Restart the application and the character will resume from the Lv30 dark zone. After the rogue status expires, the countdown to be transferred to the Lv40 dark zone will begin, but you can reset the countdown by going rogue during the countdown. It is possible to stay in the Lv 30 dark zone by maintaining the rogue status. It is even easier to maintain the rogue status if you form a group.
This can be easily exploited to farm exotic parts in the almost empty lvl 30 dark zone.
It seems that there are still plenty of raid teams in the English-speaking world, but can the same be said for the rest of the world?
If special rewards are needed for raiding, the current skins should be applied as they are, and the Discovery version of the Legendary Weapon skins should be subdued (e.g., full body gray, or normal weaponry).
