I'm having this exact issue. I can't access the Barracks, Tattooist, Reda or the Shipyard. Really frustrating!

Mine started after returning to Ravensthorpe after completing "Heavy Is The Head" and "Hunted" Quests. I found I could no longer access the Tattooist, Barracks, Reda or Shipyard. I've been exploring a lot but not doing side quests and my settlement is level 3.

I'm having this exact issue. I can't access the Barracks, Tattooist, Reda or the Shipyard. Really frustrating!

@deadly_cabaret I've. been having this issue too, can't access the tattooist at all on PS4
