I don't understand why even in 2021, we still have locked framerates

Is it just me or are all the cutscenes locked to 30fps? I'm getting 70+ fps in game and I see no reason why it should drop like this.

Bug found with stealth assassination.
Hi, so I came across this strange bug today:
While trying to stealth assassinate a guard, a wooden beam that was in the way of the animation seemed to cause the player to get froze in place. I'm unable to move or interupt it
Pretty rare I guess but still annoying as I have to quit to title to get control back.
Just thought I'd make you aware I guess.
