Validating files does not solve the problem

upon arriving at the temple of pluto to look for wallace petra comes in and then leaves and stands outside the entrance, I cannot interact with any of the evidence and petra does nothing, I've also noticed that if I try to progress this quest, petra will appear at raids and block the ability to force open doors or chests
