@ubi-gizmo After going through the troubleshooting guide, there were very few changes. Installing the recommended drivers didn't make much of a difference. I did remember turning on the Xbox Game Bar at one point for another game, so I turned that off and now my performance is averaging around the mid-40s. Still not back to the 60-70 range it was at before, but a bit better. I don't know what more I can do to get it back to that point, save for making the textures look like a pastel painting.
After the most recent update, my performance has been tanking to the point where it is actively affecting my gameplay. Prior to the update my performance was between 65 and 75 fps on average on mostly maxed settings with 120% resolution scale, medium antialiasing, and low volumetric clouds; no dynamic settings. After the update, my performance is in the 30s at best, with no changes to the settings. I cannot possibly fathom what could be causing this outside of the update. If it helps, I tend to play the game with Discord and Nvidia Broadcast open, which never caused any performance issues in the past regardless of what I was doing. Even with Broadcast closed, the game runs the same.
