@gunnergodak I’ve had that same issue on PS4 pro as well. The rumble will continue indefinitely at some points. Sometimes fast traveling will make it stop other times I’ve had to reload

Bug: Important NPC revealed to be part of the Order remains at previous location
**Spoiler**
Fulke character remains at Eatun Barn on the cliff side after resolution of associated quest and remains once she is revealed as part of the Order of Ancients. Cannot interact with her.
