I took a photo right next to a fast travel point and the yellow icon is directly beneath the fast travel icon on the mini-map. There is no way to select it, only the fast travel point is ever highlighted. I can tell the photo is there though when I zoom in and out quickly, and it's visible below the eagle's wings of the fast travel icon.
I figured it was best to put this as a bug, since not being able to select pictures I take just because they are in certain areas doesn't seem like it should ever happen. I remember Odyssey having a button to toggle selections on top of each other, I think that would fix this!
