Ugh, same problem here. At first I didn't think anything was wrong but I slowly started to suspect some funny business when I wasn't getting any supplies for a while so I looked into it and found this thread. And I'm also having the unrelated issue where I'm just not getting fabric anywhere (despite not having fully upgraded my satchels, which is the cause of that issue for most people), and I read I can just buy it at the settlement after reaching level 6. Well I'm not getting to level 6 without any damn supplies, so I'm still screwed on both fronts; no supplies and no fabric. Looks like I will have to put the game on hold until Ubisoft gets their act together and fixes this. I don't really want to progress any further knowing that this bug is inhibiting me from completing aspects of the game I should have finished by now. I'm really bummed out about it since I was really enjoying the game until now.
I think maybe Ubisoft just doesn't see this as that much of an issue. The fact is that those of us affected make up only a small percentage of overall players; many people either already completed the game (and their settlement) or have yet to play it, and those people are mostly fine now since chests are giving supplies again, but anyone that was actively playing through the game during the month that there were no supplies and don't have enough are basically screwed and they just don't seem to care. It makes me wish I had waited a year to play the game so all the bugs might be worked out by then. It would be the easiest thing in the world to simply make supplies purchasable like they already did with fabric (for level 6 settlements, which none of us can get to, so just make everything purchasable anywhere at this point). Sure, it's not how they intended supplies to be acquired, but they've already screwed up a fundamental aspect of the game for thousands of people who were playing it during this time, so fixing it by any means necessary as quickly as possible should be a top priority. It could probably be done by tomorrow if they wanted to do it. They just don't seem to realize how major of an issue this is...
I've given up, guys. The astronomical amount of time to fix this issue has taken me right out of it. I've had to put my playthrough on pause for two months now. I'm just no longer emotionally invested in the storyline. If/when I decide to start playing this game again I will just have to start over from the beginning, but that will have to be a long time from now. I refuse to start playing the game again while it's still actively being updated monthly with useless additions because I live in fear that they will drastically mess it up again and ruin the experience for me all over again. I have never experienced anything like this with a video game before.
As expected, this is absolute garbage. I was mildly excited when I realized I had just enough unopened chests left to acquire enough supplies for my next two upgrades at the settlement, which I thought were the last ones, but I was mistaken and I have two more upgrades needing a total of 2400 supplies, meaning I'd need to open another 24 chests, which I definitely do not have left, so I'm screwed like everyone else. I did contact support and was told they can't add supplies to the account and they're "working on it". So I guess we'll be waiting another month for the next patch.

I do appreciate that they're working on the issue, but I'm disappointed that there is not a fix for this yet. I'm not sure how such a big developer doesn't catch this severe of a glitch before it makes it into the game. Luckily I haven't looted any chests in Hamtunscire or Wincestre yet so there might be enough supplies for me there, but they still have to figure out something for all the people that opened every chest on the map. Maybe just reset all the small chests somehow? They really screwed the pooch on this one. I guess I'll check back here in a week and see if I can resume the game then.
