The above blue containers are known as Water IBC (Intermediate Bulk Container) Totes; designated for the handling, storage, and transportation of potable and non-potable water. Note the front discharge valve.
The Cleaners faction scavenges water from either of these two totes.
It is imperative that you do not alert the patrol at any time during their collection process.
You'll observe Waterboy close the valve, and the patrol's status will change to "Returning with Water".

Personally, I don't follow the narrative. It's an undercooked pretext for point-and-clicking. Putting it back on the pan for ten seconds isn't going to make it any more palatable. I'm still awaiting the new apparel event(s) we were told we'd be getting during the reruns. That should have been the least costly content to generate.

There is exactly no one currently working on this game, as I mentioned earlier in other threads, regarding significant internal dysfunction. Claims to the contrary are distractionary damage control attempting to maintain the illusion, by individuals whose purview does not make them privy to the actual goings-on.

As Nem mentioned before, the current best-case scenario is the completion and release of the intended and indefinitely postponed 'February' Title Update. Beyond that, I can virtually guarantee that any suggestions and feedback added to this forum daily are tantamount to feckless rumination.

The LED Hoodie (Gold / High-End Apparel item) that was initially excluded from the "Street Activation" Apparel Event has NOW BEEN RELEASED with today's update.
Don't forget to claim it once you've ground out another four SHD levels (see image 4). You have 13 DAYS to do so.

I completed the treasure hunt yesterday (see above first image), received the Trogon charm (see above second image), observed NO drop for the AR-C, and as everyone else, it still remains locked on my Rifles tab (see above third image).
Given the sequence of events upon opening the chest, I suspect that the Rifles tab lists the treasure hunt as the method of procurement, however, the dev team failed to add the item (AR-C) to the drop list upon opening the chest. Notice the charm did drop.
Simply adding the AR-C to the drop list upon opening the chest would be a proactive measure, however, would not retroactively apply to those of us affected and posting in this thread.
I strongly advise adding the item (AR-C) to Lola's Black Market "Permanent Stash" listing -- the quickest and most immediate remedial solution -- until the above remedial solution (adding the AR-C to the drop list upon opening the chest) can be implemented and players are no longer affected. This would be the right thing to do.
@battlemaster23 @spla5hdmg @rage_therapy Interesting. I would agree with you, then, that what you guys are experiencing is a separate problem, requiring a separate remedy. Splash, in that case, I wouldn't recommend uninstalling Feature Update version 21H1. It may make your game even more unstable and prone to the hangs that the Windows update caused on my and a number of my clanmates' systems, in addition to those that you're currently experiencing.
@n3mb0t Yeah, Nem. I'm fully aware of the target lock feature, which BTW, doesn't always properly register because of dogshlt netcode. Half the time I have to deconstruct the mortar because of key registry failures, and I end up throwing the mortar into some armpit instead of atop the cover I'm against.
No. What I'm describing is an entirely new bug that surfaced recently, and I've corroborated with other clanmates. So, for example, you acquire a target on the left and fire. Then you acquire a target on the right and fire, and it snaps back and fires to the previously fired target on the left. You then fire at a target at front, and it snaps back and fires at the secondary selected target on the right. Hence, 'back-cycling', because it's chronically processing the previous [variating] target. In contradistinction, the target lock feature, when set, sends all remaining rounds to the same point.

In my experiences when playing the Raids, only one that needs a mic are the ones laying out the strategy. The others need to listen and not speak. That is my experiences though, some enjoy 8 players all talking all at once.
Those are two extremes, Yode, neither of which are effective communication. Having completed both hundreds of times each, commanding the majority of them, I fully agree with Brata's statements (esp. this one); which indicate his experience and good judgment.
EVERYONE should be mic'd up, regardless of whether they want their prepubescent ESRB-violation voices ousted or not. If a given player has no headset or other comms malfunction, they had better advise the commander ASAP, so they can be assigned low-risk tasks. A full eight-man raid team could accommodate up to two such players. A four-to-six-man raid team, none. Something ALWAYS goes sideways, and that needs to be communicated IMMEDIATELY BY VOICE, so as not to compromise teammates or ultimately the entire team / op. Apathy or other selfishness in that regard, AFAIC, is deserving of said individual having, to paraphrase Eastwood, their A kicked right off the Fn planet. Most probably just the raid.
Any update on that patch, this has been happening since March and is still happening. I just had the same experience.
The lead dev, Ubisoft Toronto, is currently working on the new Splinter Cell, so the 'patch' is undoubtedly purely conceptual at his point -- otherwise, it would have been out long ago. I blacklisted them, along with Montreal and Quebec. Someone has to be held accountable. I'll wager Ubisoft will run out of teams before loss prevention suggests professionalism over disingenuous greed.

PMing was rescinded when Ubisoft migrated to the new forums, and therefore is no longer an option. Nor is contacting CS (ticket), for which there are also no provisions. Consequently, if one were banned from the forums, there is no means to contest said ban, regardless of its legitimacy.
Currently, the only available options are public discourse and/or flagging; any combination of which is subject to the discretion of the moderators.

The FAL (above) at the BoO is a guaranteed occurrence. However, the bug ALSO occurs in the open world; on friendlies, and on enemy faction NPCs. IIRC, it also is NOT restricted to the FAL.
If you examine the stock, you'll discern a large capital "R", rotated 90° CCW.
That comes from the unassigned "MISSING TEXTURE" texture. Its high visibility is supposed to direct some initiative to correcting the oversight.
They should just copy and paste Solid Black into all such unassigned slots.
The Heartbreaker Kneepads are still missing the appearance slot, and the dye slot is still transposed off-screen.

I wouldn't worry about it - I found the set worthless. The buff is way too short, and even with the chest and backpack buffs the cooldown is too long to really make it worthwhile.
I've had a fully optimize set since last spring and used it maybe 3 times before moving it to my stash.
I appreciate the assessment, Sock. It would, however, still be nice for Ubisoft to redress this and allow all players to evaluate that for themselves.
Don't ask to change something in the game. although they never will do it but more they touch the game the worst the game becomes.
They did manage to successfully remove the exclusivity on the vests and backpacks for the Foundry Bulwark and Future Initiative sets, though. Adding System Corruption per above would be an easier task.
